I need more smoke, HELP....

Hello there, new to the forums here and hoping I can get some help with lack of smoke issue in my Smoke Hollow electric smoker.

I usually use my smoker to smoke Venison, Ribs, Pork etc and never have any issues... I recently started to smoke fish. I smoked some white bass in there yesterday at 180-200 degrees and I tried everything to get that thing smoking but it just doesn't get going like I need it below 230. My neighbor just gave me a bunch of Lake Michigan steelhead fillets so I don't want to mess this batch up....

I tried the tinfoil method, I tried adding some water to the chips, just no luck... Any suggestions on how I can get that thing smoking at low temps?? I was using Hickory electric smoker chips. Thank you.
