I have a gen 1 30 inch MES. I would like something bigger for brisket and turkey. I have up to $400.00 to spend But would like to reserve some money for cold smoking gear. I have only used electric smokers so far but am open to other types. Thanks for your insights.

For electric, look at Smokin-it here at SMF.  I would also prowl around the wood and charcoal smoker forums here at SMF. And ask questions.  Lots of questions. 
 
You could build a larger electric smoker..... electric element and temp controller.... Well insulated, a 110V 1500 watt element should heat it...
 
I'd also vote for a 22.5 WSM. For cold smoking gear you can't go wrong with one of the Amaze-n smoke generators. If you catch a sale on the WSM you should be able to get everything for under $400.
 
Hi All,

Just wanted to update you as my Smokin-it 2 arrived and I just finished the seasoning wood burn.  It is very solidly built.  I am wondering though if anyone in the northern states have left it out (covered with the cover from the company) in winter and how it has held up.

Just a thought... From experience, stuff covered up outside, will collect condensate...... From a cold night to a warmer day, the humidity is attracted to colder surfaces.... which can be metal under a cover.... Not good for electronics....
 
Agree with DaveOmak. Lot's of folks do cover their outdoor equipment.  And condensation can be a problem.  As well as the occasional spider or two in warmer climates.
